IMG doctor paperwork, and an evaluation of your practice address and options.

In short: DocHelp prepares the paperwork when a practice takes on an overseas-trained doctor, from AMC and Ahpra registration to the Medicare provider number. Before any of it, we check whether Section 19AB can work at your address. DocHelp does not recruit doctors.

The process

The IMG process spans five separate government bodies.

The AMC. Ahpra. Home Affairs. The Department of Health, Disability and Ageing. Services Australia. Each one has its own forms, timelines and dependencies. Done in the wrong order, and they often are, the entire process stops dead.

Before you commit

An evaluation of your address and your options.

Done first, so you know whether the doctor can bill Medicare at your practice before anyone signs.

01

Section 19AB at your address

Whether your practice is in a Distribution Priority Area. If not, which exemption category realistically fits (Replacement, Prior Negotiations, Spousal, After-Hours, Locum or Discretionary), or none.

02

The doctor’s pathway

Whether the doctor fits the Standard, Competent Authority or Specialist Pathway, and a realistic timeline to their first billable patient.

03

Supervisor and Section 19AA

Whether a supervisor at your clinic meets Ahpra’s criteria. And whether the doctor needs a 3GA program (the Fellowship Support Program, RVTS or AGPT) to bill Medicare.

04

Visa options

Which subclass fits (482, 494 or 186), and whether the practice already holds Standard Business Sponsor approval or needs it.

You get a plain answer on what works at your address, what does not, and the order to do things in.

The paperwork

The applications we prepare, in the right order.

Each application depends on the one before it.

01

AMC and Ahpra registration

EPIC verification, AMC exam scheduling, the Limited Registration application, the supervised practice plan (SPPA-30) and supervisor declarations (DFLP-00).

02

PESCI documentation

Position-specific documentation for the Pre-Employment Structured Clinical Interview with RACGP, ACRRM or AMC. We match the role and address to the real placement, so the interview is not repeated.

03

Section 19AB exemption application

The evidence bundle for the category that fits, and the liaison with the Department of Health and Services Australia.

04

Visa sponsorship

Standard Business Sponsorship, nomination and the visa application, lodged after Ahpra registration so Home Affairs does not send it back.

05

3GA program enrolment

Fellowship Support Program, RVTS or other approved program enrolment to satisfy Section 19AA. Without it there is no Medicare access, whatever 19AB says.

06

Medicare provider number

The HW019 application bundled with the 19AB exemption request, supporting letters, employment contract and practice documentation: one package.

The common traps

Where the IMG process usually goes wrong.

01

Visa lodged before Ahpra registration

Home Affairs wants the Ahpra registration number on the visa application. If the visa goes in first, it gets held up. We sequence Ahpra first, visa second.

02

Underestimating 19AB at a non-DPA practice

The most expensive trap. Registered, visa granted, arrived, and still can’t bill Medicare because there is no viable exemption category for your address. We check this before you commit.

03

Ineligible supervisor

The supervisor at your clinic must meet Ahpra’s criteria. We confirm this before the job offer goes out, not after the doctor has moved countries.

Common questions

Questions practice owners actually ask.

Do you find the doctor for us?

No. DocHelp does not recruit or place doctors. You bring the doctor, or a candidate you are considering. We evaluate your address and options, then prepare the paperwork.

What is a Section 19AB exemption and why does it matter?

Section 19AB of the Health Insurance Act restricts overseas-trained doctors from accessing Medicare benefits for ten years. The restriction lifts if they work in a location of need or hold an exemption. For a practice outside a Distribution Priority Area, no exemption means the doctor cannot bill Medicare at your address: even after registration, visa and arrival. More in Section 19AB exemptions explained.

How long does the process take for an overseas-trained doctor?

On the Standard Pathway, from “overseas degree, nothing else done” to first billable patient is realistically eighteen to thirty-six months. The Competent Authority Pathway shortens that by six to twelve months.

Which visa does a sponsored doctor need?

Usually a subclass 482, 494 or 186, depending on the practice location, the doctor’s circumstances and the long-term plan. The practice needs Standard Business Sponsor approval first.

What is Section 19AA and do we need to worry about it as well?

Yes. Section 19AA is separate from 19AB. A doctor who is not a Fellow must be enrolled in an approved 3GA program (Fellowship Support Program, RVTS or AGPT) to access Medicare.

Do you help practices in DPA areas too?

Yes. DPA practices still need the AMC, Ahpra, PESCI, visa, 19AA and provider number steps sequenced correctly.
