No. A sign is the visible part of a system. The 3-point identification poster needs reception actually asking; the you-said-we-did poster needs a feedback process behind it; the zero tolerance poster needs a policy and a duress procedure. Surveyors ask about the system. The posters are the evidence it exists, not a substitute for it.
